454 Every one who without lawful excuse, the proof of which lies on him, (a) manufactures, produces or sells, or (b) has in his possession anything that is intended to be fraudulently used in substitution for a coin or token of value that any coin or token-operated device is designed to receive is guilty of an offence punishable on summary conviction.
